Hidden Nationality

Now correct me if I am wrong but I am sure that once upon a time when you used the Hidden nationality ability for a unit you could attack a friend, now you cant unless you are at war, which defeats the object.

Why I ask is that a friend has placed a city where I wanted to go, so I want him gone without going to war, if anyone has any other ideas please let me know.

I don't think the hidden nationality ability applies when attacking cities. Cause if you were to capture it, it would be kinda obvious who it was

But the AI can attack cities with hidden nationality units, which is kind of bad...
