High level affinity building quests broken?

I'm playing a Harmony game and I just got the quest for Microbial Mines. I select +science/affinity level, and..... nothing. No extra science. I give it a couple more turns (maybe there's a delay before the science appears?), I build a couple more Microbial Mines in some other cities, and still nothing. Just to be sure, I sold one of my Mines, and sure enough: my science didn't drop.

So it looks like that building's quest is fubarred. Does anyone know if the quests for the equivalent buildings for the other factions work? (i.e. Mantle for Purity & Hypercore for Supremacy)

It's a major bummer; I was looking forward to spamming those Mines in all 13 of my cities. Also, the Mines were the only faction-specific +science/affinity building that I've ever been able to spam; all the others cost too many special resources.
 
The reward from that building quest is a one-off colony-wide buff, not a buff to the building.

If you look in the tooltip for your overall science output you should see something like "+12 from affinity level" listed alongside science from cities, science from virtues, etc.

Really? And they've always been like that? Huh. I never noticed.

As a single empire-wide reward, that's pretty terrible. What's 9 or 10 science when you've already gotten 9 or 10 affinities? And that 9 or 10 science isn't even getting multiplied by your city bonuses.

I guess it's a good thing the buildings for those quests are pretty good.
