Himeji castle bug - or beside counts?

My hwach'a that was not in my territory was getting the +15% bonus from himeji castle. Not that I mind, but does being "in territory" actually include tiles directly adjacent?

Your units get a promotion from Himeji Castle that stays on them permanently but only works in friendly territory.
