Hippus, the mercs

Is it easier to pay the Hippus into a war of yours than other civs?

It would be nice if Declare War On is always possible to trade with them no matter your standings or their standings to the target, as long as you can pay for it.
 
I like this idea, but there should be a cutoff. Also, there are some potential abuses here; if Civ X won't go to war with you on the Hippus, you pay the Hippus to declare war on Civ X and subsequently declare war on the Hippus.
 
Not to mention they would go to war even when actually not ready.
 
needs mercenary mod w/ hippus units always available (they don't have to come from the tribe of the AI player, after all)
 
Yeah the hippus<---->mercs problem has been around for ages, without any real solution......

maybe make a lot more hidden nationality units avaliable to the hippus, which can be 'directed' via diplomacy?
 
i think the bribe to war should eb implemented but to avoid exploiting:
you must be at war with the third party
when you make peace, the hippus will make peace
they will not be bribed if they dont have a large amounts of units
the hippus will get very low penalties while at war
the hippus would require a per turn payment and a lump sum

Yeah it would have to be balanced somehow so you couldn't just send them to their deaths against the biggest enemies out there.

Also, Hippos has to be more non-caring when it comes to standings. It should take a lot for their standings to change from a neutral position to somebody, both ways.
