Holy Sites

So what exactly is the rule about where you can/can't build these?

I've got a Great Prophet floating around but despite the fact that I'm in a tile which the Civilopedia seems to think is an OK place to build a Holy Site, the game isn't giving me the icon with which to do so. I've already built one, on a Plains tile near my capital, but I'm trying to build one on another Plains tile near another city. Are you only allowed to build them near your capital or something?

Did you use your Great Prophet to spread religion?

Yeah, because it'd be pretty cheap if you could spread religion 3 times, and then have him build a Holy Site on top of that. Everyone would end up having to do it to maximize their Great Prophet's value. Gotta pick one or the other.
