I've got a game going where a city-state got "Great Generaled" by another civ big time. I razed the city of the offending civ and used a worker to remove the citadels. Will the city-state reclaim the tiles on its own? Can I gift it a great general for it to get the tiles back? Here's a screenshot so you can see what I mean. He's got one little farm tile off on its own at the bottom.
