Hotseat!

Hi! Got a question, may be stupid. I was playing hotseat, me and my friend. Standard pangea, regent level, 6 other civs. I noticed that they weren't expanding, and when I got my embassy in their capital i saw something odd: The shields required to do a unit or improvement were much more that the human player. And the food required to grow the size was doubled! What's the problem?

What version of PTW? Before 1.21, there was a bug where the game would default to chieftain on regent.

I think it is 1.14 PTW. Oh boy, that must be it...
