If the "solution" contains only one "project" (which I'm pretty sure every ModBuddy solution does) then absolutely nothing.

ModBuddy is a reskinned and restricted version of a very old copy of Visual Studio, and VS allows more than one project per solution.

Is there a difference between 'build' and 'rebuild'?

One will do a partial build of only those files that have changed, one will do a complete build of all files. Again, as ModBuddy doesn't compile resources, both should do exactly the same thing.
