How are flavor values utilized?

Do leaders multiply their flavor score with the flavor value of techs, units, buildings, etc. to guide their choices? I would assume so.

But, if so:

Regarding tech flavors, does a leader choose a tech based on the summation of all the tech's flavors multiplied by their own relative flavor scores OR does a leader just choose the tech with the highest individual product of one of a tech's flavors multiplied by their own relative flavor score?

Example:

Leader = Growth: 8, Expansion: 8, Production: 10, Offense: 2

Tech A = Growth: 3, Expansion: 2
Tech B = Production: 3, Offense: 2

Does the leader choose Tech A first because (greatest summation):

Tech A = 8 x 3 + 8 x 2 = 40 and Tech B = 10 x 3 + 2 x 2 = 34

OR

Does the leader choose Tech B first because (greatest individual value):

Tech A = 8 x 3 = 24 and Tech B = 10 x 3 = 30

I'm curious because some techs have a greater number of total flavor values than others in similar tiers, and I'm tweaking some flavors to reflect some changes. Also, all the first tier techs (Mining, Pottery, etc.) all have flavor totals of 5. If I added a Fishing tech to this first tier, should I restrict the total of its flavors to 5 as well?

Pottery = Growth: 4, Religion: 1
A.H. = Mobile: 4, Tile Improvement: 1
Archery = Ranged: 4, Offense: 1
Mining = Production: 3, Tile Improvement: 2
