I just finished a game as the infernals where I used the idea in another thread (Can't remember who it was, but not me) That before spawning the infernal, build the Tower of Complacency. This allows for some absolutely insane cities, like this one. Thought I would share. For those wondering if there's a population cap at 99, the answer is no.

(I admit that location did have a bit of cheating, I placed the Mithrel and reagents in the WB, but otherwise that's what the generator gave me. I spawned one NE of where I settled, there was a blue circle there... stupid AI)
 
How'd you get both OO and Veil "holy" sites in the same city?

Btw wouldn't this be possible with Law III? The unyielding order or what ever it was. You could have 7 uber cities (3 arcmages, 3 liches, 1 tower of complamency)

But i don't know how you get the AC over 90? Mine always decreases back to 70 when i reach 90.

I know, and that's not why I wanted to know. I'm more curious on how to direct holy sites to the appropriate cities (GP generators, primarily)

Two options:
1. research the founding techs while you only have your capital city
2. research the founding techs only while you have one other city in your empire besides your capital
Otherwise you can not direct holy city sites.

You can also control it somewhat by controling where other religons are. Holy cities like to be founded on the outskirts, and in cities that don't already have a religon.
