How building road faster ?

I'm customing my Civ2 to fast it and I'd like to know how modifie the time of building a road by colons or enginiers ?

If you can't then a general advice is to change the terrain itself to make roads build faster on it. How you do that I dont know....
P.S. Colon is settlers en anglais.
