How Can I Create A City State?

Are there any modding guides explaining how to create a new city state and add it to the game? If not, can anyone teach me?
Also is there a way I can change the minimum space between cities just 2 spaces?

Both are very easy. I reccomend downloading one of the city states mods from the ModBrowser (preferably 'City States of the World' as those ones work) and observing how they have been added. With the other one, if you want it to be yourself only you'll need to change MIN_CITY_RANGE (I think) in GlobalDefines.xml to 2. It should be 3
