How can you find out what tech your rivals have?

I see posts from experienced players talking about how they checked to see what tech their rivals had. I have no idea how to do this other than opening up a diplomacy dialogue and checking to see what tech I can offer them. And even then it doesn't give me the full picture.

Is there another way to do it?

Diplomacy dialogue is the usual way. You'll be able to see all the techs you can offer them (in other words, techs they *dont* have that you do) and all the techs they can offer you (techs they do have that you don't). If a civ is far enough ahead of you, you may not be able to see all the techs they have (you can only see one tech ahead -- can't see literacy if you don't yet have writing, for example), but you can frequently get an idea by paying attention to what wonders are being built, what units are running around, or whether or not maps or contacts can be traded with the civ in question.
