how do i change kingdom production type out of wartime?

ok, its the page where you can change government type. second tab

i canged into wartime production out of curousity. basically, i wanna get out of it but it wont let me. i assume it is because i am still at war.

1)can i change back to normal without declaring peace?

2)why would anyone want to do this anyway? it just seems like a pain.

1) You need to make peace first with a civ you're at war with. If you switched when you're at peace, well, you'll need to start a war, then make peace to get out of it.

2) 'Cause it'll save you 50% in shield costs for each unit built. Enables the raising of more units in a faster time frame. But you can't build any other stuff, other than units and war-related improvements.
