How do I make Rome start with a scout?

Rome is my favorite civilization of them all, but I always get left behind in my rivals dust in the beginning for the mere fact that I have no scout to search for resources and good places to put my cities.

I know how to make a scout available to Rome (i think, but i can't try it out right now), but how do I make Rome START with a scout?

Only expansionistic civs get a free scout (and the ability to build more). Rome is commercial and militaristic. Use the Civ3 editor if you want to play with scouts as the Romans.
