How do I open someone else's .dll file?

I'm desperate to find out how JaiiDerHerr activated the diplomatic AI in multiplayer (so I can combine it with other DLL mods or apply it to Beyond Earth perhaps), but it's locked inside his CvGameCore_Expansion2.dll file.

How do I open it up to see what he's done?

You would have to get the source code for his mod's DLL. I'd assume that he either hasn't posted it or that it is on Github somewhere, you could ask him about that.

Damn. Yeah, I was hoping there was some way to decompile it. I don't think he ever posted the source.
