How do I take these Graphics to Make Units

Ah good, some Napoleonic type units, and an Ottoman Janissary if I'm not mistaken. We NEED these units!
You need three things:-
1) Dark Sheer's animation tutorial (it's in the Tutorials Forum),
2) Moeniir's FLICster tool (this is in the Utilities Forum),
3) something like Jasc Paint Shop or a equivalent (which you may already have).
Download these and have a read. They got me started.
