How do I turn on the Beacon?

Is this done automatically? The in game path to victory says I have to turn it on, but I don't see a way to do it. Am I missing something? Is it automatically turned on at some point?

There is a click button above where the typical unit stat window is in the bottom left (in this instance the window is blank except for the word "Beacon".) It's opacity is turned down for some reason so its hard to spot at first. It will consume 1000 energy then you win in 30 turns.
