How do I use my Merchant of Venice?

This is a dumb question, but I looked on the Civlopedia and the Wiki, but can't figure out what sequence of buttons/mouse clicks activates the Merchant to buy a city-state. I see there's an option to trade, but I don't see an option for buying the whole shebang. Help! Thanks.

Restart game and turn of OCC this time.

MoV can't buy city states in one city challenge.

Send the merchant of venice to the territory of the city-state you want tot buy and, when it is there, select the correct option in the action menu. I believe it is the second one, right under the one for a normal trade-mission.
