how do know if it's fresh water?

There is a body of water completely surrounded by land. Yes, you can build a city next to it and see if it needs an aqueduct, or move a worker next to it to see if it will let you irrigate. Those are huge wastes of time and units. Is there a way to tell by looking?

If the body of water is made up entirely of coast squares (the lightest blue), then it is a fresh water lake. If there are deeper water squares, it is an inland sea and not fresh water. I hope that helps.
