How do the harbors work?

Harbors are used to transfer resources. But when I build a city and then build a harbor the strategic resources don't appear on strategic resources box of that city, why?
 
I think that if it is on the same continent as the resouce, you must have a road. Or if it's on a different continent from the resource, you need a harbour on both continents.

Both the the sending and the reciving city needs harbors, what continent they're on doesn't matter.

It also depends on the nature of the water-ways between your cities... are they coast, sea or ocean? ...and how far have you gone in naval-tech etc.?
Sometimes your trade-routes can also be blocked by hostile navys.
 
ANy connection will work, regardless of whether its road, harbor or airport, and the continent is also irrelevant (in and and of itself, anyway). Road and airport connections always work (unless the road goes through territory of a civ you're at war with). Harbors need to be connected by coast initially, sea and/or coast with Astronomy and any water once you have Magnetism or Navigation. Note that you must be able to trace a visible (ie. not completely black) route between your harbors.
 
Ohh so in ancient age if the two continets that separate the cities have a ocean in the middle can't trade. Oh man thnx. I still have so much to learn. :(
