How do you change the level of a custom made scenario in multiplayer?

I want to change it to emperor, and in the rules I made the default ai level as emperor, yet when I start, its still Regent.

Try changing the difficulty level before choosing the scenario. If that doesn't work, change it in the New Game menu, exit out and go to the multiplayer screen.
