How do you guys open up .pcx files?

Adobe photoshop, Irfan view, Paintshop(?)
 
Paint Shop Pro is probably the best mixture of price and performance. (The GIMP is free, but has its own issues).
 
I've used paintshop and the gimp. I prefer the gimp.

I use an imaging program that came with the computer when I bought it. If you're looking for a program to use for editing .pcx images, make sure you don't have one that can (do as sealman said and hopefully something will open up that can edit .pcx images)
 
I use a freeware program called PicPerk, it doesn't have any editing features but it does convert the .pcx files to .bmp files so I can use the Windows Paint program to edit them.
 
I think you can find Paint Shop Pro 4 somewhere for free. Do a search on the net. At the time, it was still shareware, IIRC...

PSP4 is decent enough for all kinds of editing needs that you might need.
 
Image Forge. Its free and you can edit stuff and the edited files work in Civ itself but you can't see them in the civ editor.
