How do you mod sound effects?

Looking back at the October patch, it says that Sound modding is now possible. How anyone dabbled in this yet?

Sure; see this tutorial, for example. However, if all you want to do is change a sound effect, you can just use the same filename as the base game in your mod and set the file VFS=true.
