How do you set up turn timer?

I didn't see it in the game set up menu at all, and i assumed it would automatically be in the multiplayer game, but it wasn't.....

there's an option in the setup screen

just a checkbox... only 1 slow timer

We are playing as we speak, and the turn timer doesn't realy work at all. Some times it shows the time, sometimes it doesn't.
