How do you trade maps in C3C?

Hello.

In Vanilla, you could make a lot of money trading world maps. But in C3C, I'm not given this option. Is there any pre-requisite (beyond MM, that is)? I tried building embassies, but this didn't help...

In C3C the map trading was moved to navigation instead of it being map making, and trade communications was put off till printing press instead of writing. This makes exploring and expanding much more vital, otherwise you'll be behind.

Yes. It is very annoying.
