How does one activate permission for the heroic epic and military academy?

So I've got my very first army and I take it over to russia and defeat one of their troops hoping that that will be satisfy the condition of having a victorious army so I may build these two improvements. Going to try taking a whole city next but so far I still don't have permission to build them...

The Military Academy requires the military tradition advance as well. As for your Heroic Epic, maybe try another victory or wait a turn or two...it seems like the computer seems a bit sticky sometimes as to when you've satisfied the requirement.
