Proposals (A vs B) and Competitions (including Emergencies) are handled differently.
It seems like if every single civ votes for themselves (tie break with 1 vote for everyone), you end up winning.
If A and B have equal votes, how do they determine which one wins? If A wins but within A, there is a tie as to which target is selected, how do they determine which one wins?
If it's a tie, it's not just alphabetical order. I think it might have something to first do with whichever entity put in the most votes.
