I'm by no means an expert, but I don't think it would be too difficult. Assuming the dog is an asset file by itself (with its own behaviours and animations), you would have to create a new UnitMemberType with the asset editor and then use that in your custom unit. I'd recommend following Leugi's guides on unit creation.
Wasn't the doggo element member to the scout unit one of the changes for Gathering Storm? If so, I don't know that that element is available to mod-making as yet.
I'm not entirely sure, but I at least for vanilla I think you'd be able to do what I said earlier. I don't see why it would be any different for GS since you can still use the asset from the base game.
As a side note, @LeeS (or @isau) could you take a look at my thread about requirements? I'm really having trouble and that's the only problem left with my mod before its completion.
