How is Attacking/Defending Determined?

When an archer attacks a spearman, does the spearman's defense point (2) only count in the battle? Since he is defending? And the archer's attack point (2) counts? And if the spearman attacks, than does his attack point (1) come into play against the archer's defense (1)?

If you attack, does only your attack point determine the outcome of the battle? And if you are getting attacked, does only your defense point determine the outcome of the battle? Because I read a post in the Warhammer Fantasy mod and this guy was talking about it like this.

I've always thought that both attack, and defense points go into play when you are in battle, and if your attack power is higher, you do more damage, and if you defense point is higher, you recieve less damage.

Which system is it?

Is this why pikemans have strong defense, and weak attack, but they can fend off swordsmans?
 
When defending, defending units use their defence points to defend against the attacker's attack points. so when a modern armor (24.16.3) attacks a mech infantry (12.18.2) the computer counts the 24 attack of the modern armor against the 18 defence of the mech.
 
Attack/(Attack+Defence+Terrian bounce+city bounce+fortified bounce)=% to hit

so a warrior attacks a warrior on grassland
1/(1+1+.1)=47.6%

but an archer attacks a warrior on grassland
2/(2+1+.1)=64.5%

tank vs Infantry fortified in a size 13 city on a hill.
16/(16+12+6+12+6)=30.8%
