[GS] How is this city under siege?

Northwest: Unit.
West: Unit.
Southwest: ZoC from unit at West tile.
Southeast: ZoC from unit at tile southeast of it.
East: ZoC from unit at tile southeast of it.
Northeast: I'm not 100% sure on how sieges work with coastal tiles, but I think it might be ZoC from the Encampment.

(of course, a siege happens when every tile is either occupied, under zone of control of the enemy, or impassable like a mountain)

Didn't know encampments had build in ZoC, let alone on both land and sea. Interesting.

The land tiles are all within a units ZOC which your cavalry completed. One sea tile is ZOC from the Ironclad and one from .... the encampment as @Leyrann said (which is probably what has confused you)
A great ZOC example
If confused look at https://forums.civfanatics.com/resources/civ-vi-zone-of-control-zoc.27611/

Thanks a lot for the reply. I learnt a few things
  • That units exert ZOC in front on them too. For some reason I thought that I had to move next to the city center to make the city under siege
  • Similarly for naval melee units, I thought I needed to block every water tile exit. Forgot about ZOC there
  • And the most surprising of all, what Tech Osen said, "Didn't know encampments had build in ZoC, let alone on both land and sea"

Similarly for naval melee units,
And more important... naval ranged have a ZOC

With encampment ZOC’s you can really slow down 1 tile waterways and they work pretty well a 2 tile wide passes, especially open ground ones where your ranged does max damage. The thing that reall gets me with encampments is if they can be placed 2 tiles from an enemy city centre that city is pretty much yours as a catapult/bombard cannot be shot back at in an encampment. I guess off subject but a strong trick.

Another one is, I can see the enemy starting an early attack on me, because they now target the city it is more of a pain but fortify in rough with warriors outside your city and declare war on them first and they really have to take out those warriors.

A scouts ZOC is highly under-utilised IMO.

Huh. Scout (10) on hills/forest (6) on fortify (6) has 22 strength, two more than a warrior, and would therefore likely win 1v1 as long as it is on defense.

It is a few things in this area, so in the case of when defensive, bearing in mind they typically have 1 movement promo they can get on a hill or forest behind a river and combined with being a higher priority target they wear our barbs and can escape. But scout vs barb scout dance, with the ZOC you can just stop barb scouts seeing your city. The ZOC for seiging a city is great and often it is just one tile so they do not have to be adjacent to the city. They are nothing fantastic (bar 3 promo skirmisher) but they are not rubbish either.
