If it's about the Greek Jaguar, sometimes Militaristic City States gift UUs (unique units) such as the Jag. (Also, all CSs have a chance of gifting a Khan (Great General replacement) to civs that have learned the Educated Elite social policy).

The Greek Jaguar is, as has already been pointed out, not particularly rare.

All my Great Generals end up being a Kahn if I have the policy that makes you get great people gifts from City States. Other than that I don't.


By the way, do CS gift airplanes, nuclear weapons and or ships? I've never seen that.

The CS must be your ally and you must have the Educated Elite social policy. Then, whenever you awarded a Great Person (not a normal unit) by that city there is a chance it will be a Khan.

No, only land units.

Yeah, they seem to come up much less often than the Khan (after getting Educated Elite).

You do have to have taken the Educated Elite Social Policy from the Patronage tree.
