I'm currently playing a tiny map at Warlord level (Yes I suck) and I have a forbiden palace. I have 2 opps (if that matters)

You're allowed as many as you want;) Bit I guess you are referring to your optimal city number? Check ou the link in my signature and download the program you can get the exact number. I can't give you the exact answer as of now cause there isn't enough info in your original post, BUT the base OCN for warlord on a tiny map is .95*14=13.3 So 13 is the base OCN.
If you are a commercial civ and are in monarchy as government then your ocn should be 22. Hope that helps.

There is a shared limit of 512 cities in the world.

Interesting that you joined one month before him, have 12 more posts, and call him a newb .

What do you mean by two "opps"?

I'm playing a VERY huge map (362*362) and now I cant build any more cities... only half of the world is populated... Can I increase the amount of cities allowed to build? (sorry about my english...)

I think you reached the absolut 512 cities-on-the-world-limit.There is now way to get round it.Try to conquer and destroy AI cities...

From what I hear it's hardcoded, and uneditable in the editor.

The 512-city limit shouldn't be a problem to anyone where cities are NOT allowed on Tundra or Desert tiles (northern Siberia or the Sahara Desert). And if you can't build cities on forest tiles (have to chop first), should be even less of a problem.

Such city prohibitions also encourage the use of colonies.
