How should I work early specialist slots in Tradition?

Going tradition, the capital gets a lot of early specialist slots. Should I always work all of them (if I'm not going to starve)? Only to get the first great person of it's kind, then switch off? Ignore them apart from the artist, until I get the policy that reduces food needs, or city-state quests? Would the answer be different for Austria? Any help or guidance would be appreciated. I couldn't find any.
 
As always it depends but that isn't very helpful.

You want your capital to keep growing, so generally I run just the artist early and the others only while building a settler. When you are able to get up an internal food trade route you can run a lot more of them while still growing. Once you have an artist you probably want to switch to an engineer so you can get some wonder with that.

Once you finish tradition you want to run a lot more as you have the reduction to food costs.
 
1) when I get the artist slot, I work that until the great artist. Then I switch to the engineer.
2) when I build settlers from the capital, I fill up the slots since I don’t need growth.
3) when I get Schrivers I always work the civil servant.

Moving out of the early game, it’s mainly balancing growth with slots. By mid to late game I’m working every slot
 
I never stop working any culture specialist slots. Or Civil Servants in the diplo city.

Also you can still starve while building settlers last time I tried.
