I have generally used engineers whenever possible. CT has been cashrushing left and right. Both methods work.
In another thread (Army Corps of Engineers) I proposed to create military in the core, and disband in the outlying cities. The first of such units should appear during the next TC.
Use Civil Engineers in corrupt cites where viable
use disbands to speed further
Cashrush the rest of the way.
All 3 together will get the job done quicker than on their own.
Once the Culture is built (probably only Library and Temple in corrupt towns while there are still places to put more towns) change from Engineers to Wealth and Taxmen to provide more cash for building support and rushes.
