How to activate the "Scenario"?

For example, it seems after I built the Grand Menagerie, nothing happened in the Scenario Screen, no events triggered. (in a random map)

So how to trigger these stories or missions in the Scenario Screen? Do I need to download extra maps or scenarios? If so, where are they?

The Scenarios screen is a placeholder. We'll not be seeing them until the next development phase of FfH, Ice. (.41 and beyond)

Grand Menagerie will be a scenario. You won't have to build one in game to unlock it, or anything like that, though congratulations, its quite a feat.
