How to add Civilization to game as normal civs?

Every tutorial I've seen has new civs being made as a new mod... But is there a way to actually add new civilizations to BtS itself? I've searched for many hours on the internet and this site looking for a way to do that, so I've started to assume that there simply is no way to add civilizations to the game itself.

To further explain what I'm wanting to do... I thought it might be cool to add some variety to the game and be able to play as, say Canada, with, say, Scotland, Sweden, Nazi Germany, and Australia in Next War, RoM or any other mod...

Is this possible and if so, how do I do it? Thanks in advance!
 
You can change the files of the base game, but NO ONE would recommend that (because if you screw up you could break your game), changing them in the base game would not effect any other mod anyway unless they do not have their own civ xml.

You can modify a mod (or make a copy of the mod and make a new modified version of it, so the original is safe) you can then follow the tutorials by adding your new content to the mods existing files.

If a mod does not have the files, then you can make a copy of the main game files, add it to the desired mod/s then place your new civs in that file.

The mod system is there to protect the base game from modification damage, so it is wisenot to mess with it.

If you wanted it across a bunch of mods that use base files, modify one mod with the files you need (learned from tutorials) then copy those files to all the other mods you want to use it.
 
Yeah, there's really no reason to mod the base game. You could easily (I mean it's a simple process) make your own mod that's exactly like BtS in every way except Future Tech is called "Singularity" or w/e.
