How to beat the AI on Deity (OCC):

Just my short summary of how to beat the AI on OCC / Deity, without reloading or anything.
Works pretty much 9/10 times, unless a seriously unfavorable starting position. Note that this worked instantly, so I did not play again to fine-tune the settings or squeeze earlier turns completion which is surely possible, but as boring as reloading.

Settings:

Map: Archipalego
Size: Duel
Diff: Deity
Speed: Quick
5 billion years
temp. wet
sea level low
resources: legendary start

allow: saving policy
tick OCC
quick combat in my case
no barbs
no ruins
no city-states (else they will easily get you with diplomacy)

Civs
Civ: Babylon
Opponents - (choose 2-3, for a total of 3-4 civs)
1.) Gandhi
2.) Harun Al-Rashid
3.) Askia (recommend just 2 opponents)

Victory types = all

Game-play:
start with researching writing straight from the beginning
worker --> libary --> national college --> stonehenge

Next, get the technologies to hook up your resources, and then always tech straight for the culture techs (Philosophy, Theology, Acoustics, Archaeology). After that go for Telegraph (built the Redentor immediately) then Radio --> Broadcast tower

In between, grab all wonders to give extra culture, must gets are: Oracle, Hermitage, Louvre, Sistinel Chapel), and built $ and science buildings to move up the tech path faster. Research agreements are not much use since they may or may not support your tech path.

Military can be almost fully neglected, in several trials the only one potentially willing to attack was askia.

For social policy tree's go for this order: (save if next policy is not available)

1.) Tradition
2.) Aristocracy
3.) Piety
4.) Mandate of Heaven
5.) Reformation
6.) Free Religion
7.) Freedom
8.) Constitution
9.) Free Speech
10.) Civil Society
11.) Order
12.) Democracy

FROM here on, just fill your 5 tree's, but leave one policy per tree empty, to avoid AI suspicion, and save enough culture to by the last 5 policies in one go.

Keep 2-3 great people in spare towards the end, so you have full golden age production during construction of the Utopia Project, won my last game vs Ganhi diplomacy by just a few turns.

I don't know if the patches changed anything, but a land only pangea type map is the only real way to play Deity.
 
Congrats on your victory. Perhaps you can move to real deity: standard/pangaea/8player/quick game speed/standard resource.

No other settings, good luck! If you don't want AI winning diplo, then kill all the city states :P

I think strategic balance is a better choice.
No more of:
You have iron, he has no iron
You don't have iron, he has iron.
 
Maybe I just suck but I tried this 5 times and I couldn't do it. Either they got United Nations or went to a science victory by 1900. I even tried it on the next difficulty down but I still can't get it.
 
Also what are you doing with scientists, engineers, and artists? Are you just saving up scientists until it takes 15+ turns to research a tech and using them then? And with engineers are you making factories always or rushing wonders? I'm guessing artists are good for making like one or two buildings then using them for golden ages.
