How to bind a map on mod?

Hello

im work on an mod and i added 2 new civilizations to this mod.

my problem is, in WorldBuilder i can see and place the new civs on my map, but when i start the game with my specific map, i cant see the new civs in the chooselist. when i start a random map, the 2 civs are choosable.

have i bind the map to the mod oder the mod to the map? including throught ModBoddy?

How do i bin a map to a mod?
 
its a bug, currently any custom made civilizations that are placed in a scenario will show up as "random civilization", though its not random at all. Its actually a cache issue because if you launch a game like that, and then return to the menu, any subsequent times you go into the setup game screen, it will appear correctly.... only not the first time.
