I'm playing Civ IV on PS4 for the first time and I can't for the life of me confirm my first two polices. Seems there is nothing on the paddle that will hit the confirm button..
Can someone help me with this?

PS... It's the options button, (rolls eyes)
the transition from PC to Console isn't easy.
