How to Edit CvGameCoreDLL.dll ?

Hey guys i need a little help with this.. I want to use two mod components that both have edited the CvGameCoreDLL.dll file.. how do i combine them and what tool to use.. in this case im trying to get Tojan Sheeps Super Spies v1.23 and Lt. Bobs 40 civs-allows colonies AND 34 civs into my own mod...

You would need to get the source code and merge them with a merging tool (maybe winmerge) and then you would need to compile them. I don't know how to do the compiling or I would help you.
