How to enable giving cities to vassal?

Can someone please tell me, is there a setting or something I can change in a file somewhere so I have the option to trade cites with vassals?

I am finding it quite annoying that this is prohibited, while I can give cites to my enemies, or anyone who is not a vassal. Especially since I've recaptured some of my vassal cities that were taken. I don't want the work of managing them, but have no way of transferring ownership back to him. One asked if I wanted to liberate it which I did, but the other is not giving me that option either, damn it.

BTW am using Fall From Heavan 2 mod at the mo with Civ4BTS.

It's not so much that it is prohibited its that gifting a city to anyone be it vassal or rival AI civ is dependent on the culture levels of the city. I agree there should be an option to gift vassals whatever you want though
