How to get or make new Wav files

Hello again I was wondering how do you get a sound into the wav file to work.It says you need to be at 22kHz to work but how to I make a general sound file into the format to work.If any one could help it would be great.

There is a program called sound recorder which comes with windows. Just play the sound you want on your PC and record it. Then save in the correct format. This is the easiet way to do it. There are tons of websites which keep archives of different sounds.

For more complicated changes, like cutting off bits, gradually tapering to zero volume or merging two sounds, you need a sound editor program like Goldwave which you can find on the www.
