How to get rid of SDI Defense?

I've modified little things on this game before. Like, I have changed the color of countries so that I could have like, for example, the Chinese and the Americans at the same time (since both are blue by default, they can't be in the same game at the same time, so I sometimes switch China to yellow or purple or something), also i've added city names and things like that... But I don't know how to get rid of SDI Defense. I HATE that. It makes nuclear weapons utterly worthless, unless you send a spy into a city to blow it up. So then all the nuclear missiles i've built up become useless and I can only fire them at cities and watch them fail to have any effect. I want it more like the way the world really is. HOW do I get rid of SDI Defense?

Ok, I know about RULES.TXT and all that... And I tried going to that and removing SDI Defense from the list of city improvements that can be built. I figured, well, that's simple enough. But then my game wouldn't even turn on. Once I undid my changes, the game worked again. Tried again to get rid of SDI Defense, and the game stopped working. What am I supposed to do? Is there something I forgot to adjust?

Oh, and if it makes a difference, I have the Mac version of Civ 2.

Try setting the pre-req tech to "plumbing" in the rules.txt, then no one will ever be able to build the improvement, because they will not reach the tech. Failing that, try asking in the scenario creation forum.
