Nukes won't kill other nukes! I've tried giving them very low defense/HP, but they still survive enemy nuclear strikes. As it stands, there's no counterforce rationale for building nukes, the only use is to destroy enemy units and pop. And once you have ICBMs, there's no real reason to build Nuclear Subs filled w/ tactical nukes because ICBMs have infinite bombard range, and nukes loaded onto subs are (I think) the only nukes that can be killed with nukes. This flips nuclear strategy on its head, because subs full of nukes are meant to survive enemy counterforce strikes.

That´s true.

Therefore you should set them as normal nukes with a highly extended, but not unlimited range.

Therefore you should set those submarines carrying nukes as I have described it here: https://forums.civfanatics.com/threads/immunity-against-nuclear-attacks.499159/

Btw.: I cancelled the setting for land-units in CCM with the settings described in this thread, as nukes made no more sense when nearly all units are immun against them.
