Use +1 vision for a Scout.
Using Open Borders, find a spot where a civ has a Coast bordering Ocean where you can see another landmass on the other side. The Settlement in question has to have expanded borders quite a way.
Sit on the Coast until OB ends and you should be thrown 2 tiles away across the Ocean! It worked for me. The nearest "open" Coast or land tile on my original side were 3 and 4 tiles away, respectively.

I suspected it might work, and it did. I'm guessing you could Find the spot with a +1 Scout, then park a Settler (unprotected?) and it would jump. Scouts and Settler can't occupy the same tile, but perhaps a ship and other units could join in? It would lower Relations with the Open Border civ to have military close.

Clearly they need to have at least 2 Ocean tiles as a buffer? Maybe 3? A +1 Scout would still see the free Coast otherwise.

This was all one Continent, and I did not see a similarly close island on the East side of the map. It is a Fractal map, perhaps it had some sort of Continents and Islands thing going? I'm assuming this chain of Islands does not join the other Continent. I saw a white ship and I swam away, but did not meet a new IP. I think? One of the bugs(?) I've been finding under the Heart icon for myself is there are now 2 IP listed who I cannot see their Settlements.

S was my Start and E was my End.
