How to make a flag to game using GIMP

So, first paste the flag in GIMP in the project having 128x128px (make sure that the yellow lines are in the size of the project, otherwise it won't work correctly - if u want to correct that click Ctrl+X and Ctrl+V and make new layer). Then go to the layer -> Add Mask -> Black. After this go to the File -> Export as, change the png into DDS and then make sure that settings look like this. Then go to the Art->XML->CIV4ArtDefines_Civilization and change White Flag in the part of civilization's flag from 0 to 1, and insert name of the file in the path. Something isn't clear?
