Rufus is coming in town!
I like the idea to have the resolutions tool in order to change the game and I think that some new options (like embargos, wars with UN mandate and "Declaration of Human rights (that could put a constraint to culture) ) could be cool.
The problem is: how we can mod UN?
I know that Civ4gametextinfos.xml contains the resolutions, but how they are declared in the game?
