how to reduce defense in the city and district health + foritification health of the encampment building in the city? its 3 things that I didn't found hot to do it :/..thank u all

Not sure if I missed one, there are also some global parameters and modifier options you could look at.
Health is how much damage you need to do before the walls/district falls. Defense is the strength of the district. Those are different values.
With 1/2 hit points, your district will be as strong as it was without a mod, but you only need to deal half as much damage before you capture/plunder it.
You probably have to change OuterDefenseStrength and/or DefenseModifier to change the strength of the district. Also note that part of the district strength is out of control (or controlled by yet to be found values) because based on basic city strength (scales with technology) and city defenses might use a different formula to calculate damage than units so equal strength might give different results for city vs unit combat.
