how to send settlers to new land?

Im brand new, never played the other Civ.
I can send explorers to new land but how do I settle and make cities over the water?
Is there somewhere that I can read a simple instruction book?
I've looked at some strategy guides online but its strategy and not the simple how- to's of the game. I bought it online so it didn't come with any instructions

You can put any land units into a boat and send them to another landmass, including settlers.

If you want background information on the game, try the top few entries of the civfanatics reference section and particularly, the pdf version of the Civ2 Classic instruction manual. It still doesn't cover everything, but it's about as basic as you're going to find.
 
The only units that make new cities are Settlers and Engineers. You can load them aboard ship in a city or if the ship is adjacent to the unit on land. There needs to be room in the ship (Triremes only hold 2 land units). When they are aboard ship they are "sleeping"; click the ship and then select the Settler from the list box to "wake them up" and then move them to adjacent land tile.

load settlers on a boat like you would any other unit and sail to a new land mass and unload them. take it from there. its that simple. i would always advise you to take a defensive unit with a settler unit especially later in the game when barbarians and other players are more abundant.

if your using a trireme be sure to sail next to shorelines unless the lighthouse is in your possesion.
